KREASI Inclusive Education Specialist

ROLE PURPOSE
The Inclusive Education Specialist provides technical expertise and quality assurance for KREASI’s Inclusive Education package. Based at the national level, the role ensures the technical quality, coherence, and effectiveness of inclusive education approaches across implementing partners and provinces.
The Specialist leads the design, adaptation, and quality assurance of inclusive education approaches and technical resources, including teacher professional development, classroom accommodations, disability identification, Child Functioning Module (CFM), Student Needs Action Pack (SNAP), and support to Unit Layanan Disabilitas (ULD). The role also provides technical support to strengthen the integration of disability inclusion and GEDSI across relevant KREASI packages.
The Specialist provides technical support to implementing partners and provincial teams through training, coaching, mentoring, technical guidance, and quality assurance to ensure the effective implementation of inclusive education approaches. The Specialist also provides technical direction and coordination to the GEDSI Consultant working under the Inclusive Education function.
Under the direction of the Education Manager, the role works closely with KREASI technical teams, implementing partners, government counterparts, OPDs, and other stakeholders to strengthen inclusive education practices and systems. The Specialist also contributes to research, learning, stakeholder engagement, and policy discussions to promote evidence-based and sustainable approaches to inclusive education.
KEY AREAS OF ACCOUNTABILITY
Technical Leadership and Oversight
- Provide technical expertise and support for the design and implementation of KREASI’s inclusive education approach, ensuring alignment with Save the Children standards, national education priorities, and disability rights principles.
- Contribute to the development of technical guidance, standards, tools, and resources for inclusive and disability-inclusive education, including disability identification, classroom accommodations, inclusive pedagogy, and inclusive approaches to Catch-up Clubs.
- Provide technical support for the implementation of the Child Functioning Module (CFM) to assess functional difficulties among children enrolled in Catch-up Clubs, and support the application of recommendations from the Student Needs Action Pack (SNAP) in classroom practice.
- Support the development, adaptation, and rollout of the Inclusive Education teacher professional development package, including training materials, coaching tools, and practical resources for classroom support, drawing on relevant lessons and good practices from INOVASI.
- Provide technical support for the development of KKG community of practice modules on inclusive education and GEDSI.
- Contribute to the development of technical assistance approaches for Unit Layanan Disabilitas (ULD), including guidance on assistive technology, low-tech classroom accommodations, and disability rights-based approaches to inclusive education.
- Support the integration of GEDSI and disability-inclusive approaches into School-based Child Protection (SBCP) mechanisms.
Support to Local Implementing Partners
- Provide technical assistance to implementing partners on the design and delivery of inclusive education activities, including disability-inclusive classroom practices and reasonable accommodations.
- Support partners to assess their capacity on inclusive education and identify areas for targeted technical assistance and capacity strengthening.
- Develop and deliver training, coaching, mentoring, and other technical support to partners, government counterparts, teachers, and relevant education stakeholders on inclusive education.
- Support KREASI provincial teams to provide quality technical assistance to implementing partners on inclusive education.
- Provide technical feedback and support to partners to ensure inclusive education activities are implemented in line with agreed technical standards and program requirements.
Quality Assurance and Continuous Improvement
- Establish and apply quality assurance mechanisms for inclusive education activities, tools, training, and technical assistance.
- Review and provide technical feedback on inclusive education materials, modules, training packages, and implementation plans developed by KREASI and its partners.
- Monitor implementation progress and identify technical challenges, risks, and areas requiring additional support.
- Contribute to the review and improvement of inclusive education approaches based on implementation experience and evidence.
Coordination and Collaboration
- Coordinate closely with KREASI technical teams, including TPD, PPD, Child Protection, Ecosystem, and MEAL teams, to ensure inclusive education is integrated across relevant program components.
- Work closely with the MEAL team to ensure appropriate inclusive education indicators, disability-disaggregated data, and learning questions are incorporated into monitoring and evaluation activities.
- Support coordination with the INOVASI-KREASI technical working group on inclusive education and contribute to technical learning and exchange.
- Build and maintain working relationships with government counterparts, organizations of persons with disabilities (OPDs), academic institutions, parent groups, and other relevant stakeholders to support inclusive education implementation.
GEDSI Consultant Coordination
- Provide day-to-day technical direction and coordination to the GEDSI Consultant to ensure alignment of GEDSI-related work with KREASI’s inclusive education approach.
- Support the GEDSI Consultant in planning, prioritizing, and delivering technical outputs, and provide regular technical feedback and guidance.
- Work with the Education Manager and/or REALM Manager on performance support and other matters requiring management-level oversight.
- Budget management, contracting, and invoice approval for the GEDSI Consultant remain with the designated manager.
- Support engagement with government stakeholders and relevant education partners on inclusive education, disability inclusion, and related technical issues.
- Provide technical input to meetings, workshops, technical working groups, and other forums related to inclusive education, as delegated.
- Support the development of technical inputs for policy discussions, advocacy activities, research products, and policy briefs related to inclusive education.
- Contribute technical perspectives and evidence to support KREASI’s engagement with national and sub-national stakeholders on inclusive education.
Monitoring, Learning, and Adaptation
- Support partners and KREASI teams to establish practical systems for monitoring the implementation and quality of inclusive education activities.
- Collaborate with the KREASI MEAL team to monitor inclusive education outcomes and generate evidence to inform program adaptation and improvement.
- Document implementation experiences, lessons learned, promising practices, and challenges related to inclusive education.
- Contribute to research and learning activities related to inclusive education, including identifying relevant learning questions and supporting evidence generation.
- Support the development of learning products, case studies, technical briefs, and other knowledge products to share lessons and good practices on inclusive education.
- Facilitate learning exchange among KREASI teams, implementing partners, government stakeholders, OPDs, and other relevant actors.
Reporting and Documentation
- Contribute to KREASI’s Results Framework reporting, donor reports, and internal updates on inclusive education activities and results.
- Provide regular technical updates on implementation progress, technical assistance, capacity strengthening, and key learning related to inclusive education.
- Ensure accurate and timely documentation of inclusive education activities, achievements, challenges, lessons learned, and recommendations.
- Review and provide technical input to inclusive education sections of program reports and other relevant documentation.
Compliance, Safeguarding, and Representation
- Ensure inclusive education activities comply with Save the Children and KREASI policies, including safeguarding, risk management, inclusion, and disability rights standards.
- Promote inclusive and respectful practices in all interactions with children, persons with disabilities, partners, government counterparts, and other stakeholders.
- Support responsible representation of Save the Children and KREASI in technical forums and engagements related to inclusive education, as delegated.
General
- Carry out other tasks assigned by the Education Manager, Head of Programs, or Chief of Party.
- Ensure adherence to Save the Children policies on child protection, code of conduct, health and safety, equal opportunities, and other relevant standards.
- In the event of a major humanitarian emergency, the role holder may be required to work outside normal duties and adjust working hours as needed, including temporary deployment to affected areas.
QUALIFICATIONS AND EXPERIENCE
- Bachelor's degree in Education, Inclusive or Special Education, Disability Studies, Social Sciences, or a related field with at least 5 years of relevant professional experience (or a Master's degree with at least 3 years), including experiences in inclusive or disability-inclusive education programs.
- Demonstrated experience in inclusive education practices, including disability-inclusive pedagogy, classroom accommodations, and supporting children with disabilities.
- Familiarity with disability identification and functional assessment tools, such as the Child Functioning Module (CFM), Washington Group tools, or comparable approaches.
- Good understanding of Indonesia’s education system, inclusive education policies, and disability inclusion, including familiarity with Unit Layanan Disabilitas (ULD).
- Strong written and verbal communication skills in Bahasa Indonesia and English, including the ability to develop technical materials, reports, and presentations.
- Strong interpersonal and facilitation skills, with the ability to work collaboratively and provide technical support to partners and colleagues.
Desirable: - Experience working with ULDs, OPDs, or disability-focused organizations.
- Experience developing or adapting teacher professional development modules, coaching tools, or other technical resources related to inclusive education
- Familiarity with assistive technology and practical classroom accommodations for children with disabilities.
