The Position:
The Monitoring and Evaluation Analyst position is in the UNFPA Zimbabwe Country Office in Harare.
The Monitoring and Evaluation Analyst is responsible for ensuring the UNFPA corporate requirements on the development and implementation of the monitoring and evaluation framework of the UNFPA Country Programme Document.
The Monitoring and Evaluation Analyst works in an integrated manner with the programme and technical staff in UNFPA Zimbabwe and partner organizations to ensure the use of results-based indicators, relevant data collection and analysis to inform programming and readjustment processes within the programme cycle.

Working with the Programme Team, the Monitoring and Evaluation Analyst with contribute to the effective strategic information, monitoring, evaluation and learning systems in support of the CP9 implementation, ensuring the quality assurance and effective monitoring and evaluation of UNFPA activities in achieving three transformative results of the UNFPA Strategic Plan. S/he analyses and assesses relevant political, social and economic trends and provides substantive inputs to UNFPA’s program management and to United Nations joint programmes and national development frameworks.
S/he will apply evaluation research to the monitoring of programmes implementation with an aim to document results and to translate strategic information and evaluation data into meaningful policy and programme improvements. S/he will proactively contribute to the UNCT M&E group in monitoring and evaluation of Zimbabwe UN Sustainable Development Cooperation Framework implementation (2027-2031).
Reporting to the Representative, s/he maintains collaborative relationships with all programme and project staff at the as well as administrative and operations team of the Country Office.

Job Purpose:
The M&E Analyst serves as key contributor to strengthening the capacity of programme staff, implementing partners and others within the CO. S/He is responsible for reports, updates and information on progress, and achievements of these components of the UNFPA supported programme and associated projects, in line with the principles of results based management. S/He ensures coherence with agreed national and international policy and planning frameworks, including the UNFPA Strategic Plan, Zimbabwe UN Sustainable Cooperation Framework, National Development Plan, and related sectoral strategies. The primary role of M&E Programme Analyst is the focus on results based management and quality delivery of programme results in the areas of all UNFPA programme components. The incumbent ensures that UNFPA programming and policy priorities are strategically positioned and optimally integrated in national development frameworks; and are constantly reviewed and updated accordingly. S/He establishes and maintains collaborative relationships with counterparts in government and CSOs, to ensure a solid accountability system in place to achieve CP9 programmatic results.
Responsibilities
The M&E Analyst will be responsible for:
A. Programme Support, Planning, Monitoring, Reporting and Quality Assurance
- Support the development, implementation and review of the UNFPA Country Office’s overall M&E plans, including the quarterly benchmarks and annualised targets.
- Guide the annual planning and reporting processes, ensuring that baselines, targets and milestones capture programme progress and challenges, and maintain programming quality and compliance with UNFPA’s policies and procedures.
- Provide guidance to programme and operations teams on Monitoring, Evaluation and Learning (MEL) concepts, processes, design, training and best practices
- Contribute in coordinating programme monitoring to promote quality assurance, effectiveness, efficiency and accountability of programme results and resources.
- Lead the M&E activities under the UNFPA Country Programme including guiding to design and implement the annual target setting and ensure accurate inputs to the end-year reporting on results, challenges and lessons, focusing on planning, monitoring and reporting.
- Support the CO Programme Specialist to strengthen UNFPA staff and Implementing Partners (IPs) capacity in developing Annual Work plans (AWPs) aligned to donor signed agreements.
- Develop and maintain materials, tools and procedures to facilitate data collection for results monitoring and analysis as well as results reporting.
B. Results-Based Management and Capacity Development
- Participate in programme meetings to provide programme results-based planning and monitoring advice to relevant staff and implementing partners.
- Lead specific and hands-on training for UNFPA staff and implementing partners on adaptive results-based management (RBM), for the maximum and optimal use of available RBM tools.
- Lead the RBM assessments of the UNFPA Country Programme and Projects to identify gaps and solutions towards strengthening the RBM practices.
- Provide technical and policy guidance to the relevant staff and implementation partners to ensure the UNFPA Country Programme and projects are managed in accordance to the corporate Policies and Procedures Manual (PPM) related to RBM.
- Ensure full understanding and implementation of UNFPA M&E Guidelines by the concerned staff and implementing partners.
- Build the capacity of the staff and implementing partners in data collection and monitor the process of data collection for quality assurance.
- Lead monitoring and evaluation activities of UNFPA Zimbabwe Country Office in close coordination with the UNFPA’s regional office and headquarters.
C. Monitoring, Evaluation and Learning
- Support and contribute to the management of all phases of the UNFPA Country Programme Evaluation, as well as other projects and thematic evaluations, including but not limited to the development of high-quality terms of references, stakeholder mapping, recruitment of and support to the evaluation teams, coordination of stakeholders, and reviews of evaluation products.
- Disseminate and promote the use of evaluation products and ensure the development and tracking of management responses to evaluation findings.
- Facilitate mid-line and end-line project evaluations to assess the extent to which the project has achieved or is going to achieve its pre-stated objectives, as needed.
- Contribute to the implementation and evaluation of the United Nations Sustainable Development Partnership Framework (UNSDPF) and any other UN system-wide frameworks, joint UN projects and programmes, as required.
- Support and guide on organizational learning in the CO.
D. Programme Management and Coordination
- Participate and share with the Country Office and management on strategic issues related to the implementation of M&E activities and on strengthening the adaptive programme and project management capacities among staff and implementing partners.
- Liaise with concerned staff and implementing partners to collect and analyze disaggregated data on UNFPA’s transformative goals including on marginalized population groups to determine progress achieved by individual projects.
- Compile and analyze data on project indicators and inform the management, as well as present to the staff regularly to examine the progress and challenges.
- Support the organization of the periodic review of the UNFPA Programme and projects with the Government and other relevant partners in line with the CPD and donor-funded project agreements.
- Represent UNFPA and actively engage in the UN inter-agency M&E and other relevant outcome and/or thematic groups and;
- Ensure integration and alignment of UNFPA’s priority milestones and targets under the CPD in all projects and programmes.
E. Research and Knowledge Management
- Analyse data needs and coordinate implementation research activities for the purpose of facilitating learning and improving programme delivery and oversight, and monitor the implementation of all relevant UNFPA-supported studies and surveys.
- Manage baseline surveys, reviews, evaluations, and other assessment activities conducted/ supported by the UNFPA Country Office.
- Support interventions for the generation of evidence derived from research and drawing of lessons learned in programme management and delivery.
- Coordinate the identification, documentation and dissemination of good practices in programme management and delivery under the UNFPA-supported interventions.
- Ensure regular documentation of lessons learnt under the supported programme interventions on various monitoring and evaluation systems.
- Support the knowledge management function by ensuring that the outcomes of UNFPA-supported activities are properly documented, discussed and disseminated in-country, and through the UNFPA regional and global networks.
- Maintain solid and cooperative working relationships with the Government, UN partner agencies and other stakeholders, and participate in national, interagency and other M&E coordination platforms and technical working groups.
- Develop evaluation factsheets, briefing materials, info graphics, and presentations for public information, advocacy and resource mobilization purposes.
- Plays a key role in M&E capacity building of the CO staff and implementing partners
- Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience:
Education:
- Masters degree in statistics, demography, health economics, public health or related field.
- Post-graduate training in monitoring and evaluation will be an added advantage.
Knowledge and Experience:
- At least 5 years of experience in MEL in SRH/FP programming in a related field and/or research.
- A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in Zimbabwe will be an added advantage.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling web based management systems.
- Excellent computer/information systems skills.
- Previous experience in the UN system is an advantage;
- Strong interpersonal and organizational skills;
- Good writing and communication skills.
- Demonstrated ability to work in a team environment
Languages:
- Fluency in oral and written English. Working knowledge of another UN Official Language is an asset.
