Purpose

The International Committee of the Red Cross (ICRC) is seeking a dynamic and experienced WatHab Project Manager to join our team in Southern Myanmar. In this role, you will manage medium-sized projects across various technical areas, ensuring successful delivery within scope, quality, timelines, and budget.
As the WatHab Project Manager, you will work closely with cross-functional teams, partners, and stakeholders to address urgent humanitarian needs. You will oversee project design, procurement, implementation, and commissioning while providing technical expertise, managing resources effectively, and contributing to infrastructure restoration, development, and capacity-building initiatives.

Key Responsibilities
- Builds constructive, trust-based relationships with partners, public services, and client departments.
- Identifies key stakeholders and ensures effective communication, coordination, and alignment.
- Reviews project briefs and vision documents to identify needs, objectives, challenges, and priorities.
- Supports needs assessments, surveys, and data collection to inform project planning and decision-making.
- Develops and reviews feasibility studies and project proposals, defining activities, outcomes, resources, costs, timelines, and alternatives.
- Establishes implementation methodologies in line with project management policies and guidelines.
- Develops technical designs and reviews consultants’ work plans and deliverables.
- Facilitates agreements, procurement, contracts, and project implementation.
- Coordinates project teams and monitors progress, ensuring timely management of changes to scope, timelines, and budgets.
- Identifies, assesses, and escalates project risks and issues, implementing appropriate corrective actions.
- Provides client communication and training to support the effective use of facilities, equipment, and services.
- Coordinates commissioning, handover, and transition to clients or end users.
- Ensures timely and accurate reporting and maintains comprehensive project documentation.
- Contributes to knowledge management and the sharing of relevant technical resources and lessons learned.
- Leads and supports team performance and development through effective supervision, coaching, feedback, coordination, and people management.
Requirements and experience
We are looking for a dedicated and skilled professional who meets the following qualifications:
Education: University degree (or equivalent) and qualifying experience in either Hydraulics, Electromechanics, Civil or Environmental, or related fields
Professional Experience: 6 to 9 years of professional experience in project management in a thematic related to public health engineering, of which at least 2 years in the WaSH sector.
Leadership: Proven project management and team leadership experience is essential.
International Exposure: One year or more of overseas experience is considered an asset.
Language Skills: Excellent command of English and full proficiency in the Myanmar language.
Technical Skills: Strong computer and drawing software proficiency are required. Proficiency in people management and project management is an added advantage.
Others: Experience in implementing emergency responses and one year or more of overseas experience are assets.
