ROLE PURPOSE:
· The Health Program Manager is responsible for the strategic leadership, technical oversight, and operational management of multiple health projects across several governorates in Egypt. The role ensures high-quality delivery of primary, secondary, and tertiary health services, including nutrition, advanced mental health services, Wash, and health systems strengthening initiatives. The role also involves leading capacity-building efforts for Community Health Workers (CHWs) and public sector health staff, ensuring strengthened service delivery systems, improved quality of care, and sustainable program impact.
· The post holder leads complex, multi-donor health portfolios in both development and humanitarian contexts, ensuring alignment with Save the Children International (SCI) global health strategies, national health priorities, and donor requirements. The role contributes to scaling up SCI’s health footprint in Egypt and achieving sustainable, measurable outcomes for children and their caregivers.
· Supports management in ensuring timely, accurate, and high-quality communication on evolving contextual dynamics affecting health interventions - including shifts in community needs, increased population influx, emerging vulnerabilities, and changing service demands - to inform adaptive planning and responsive program adjustments.
· In the event of a major humanitarian emergency, the Health Program Manager is expected to adapt working hours and responsibilities to support emergency response operations

KEY AREAS OF ACCOUNTABILITY:
1. Health Projects Management
· Provide overall leadership and oversight for the implementation of health projects and related operational health activities across assigned governorates, effectively utilizing technical advisors and operational support teams.
· Manage multiple grants across diverse donors, ensuring health projects and donor reports are delivered in line with Save the Children International (SCI) standards, donor contractual requirements, agreed timelines, and approved budgets.
· Ensure a robust award management system is implemented at the program level to meet SCI and donor compliance requirements.
· In collaboration with the PDQ team and the Program Operations Director, revise implementation plans and master budgets as required and contribute to updates of the Country Office (CO) strategic plans.
· Lead and/or oversee participatory needs assessments to inform program design, planning, and Monitoring, Evaluation, Accountability, and Learning (MEAL) processes.
· Support resource mobilization efforts, including the development of high-quality concept notes, proposals, and budgets for health programming.
· Lead and/or support partner identification, due diligence assessments, implementation monitoring, and capacity strengthening related to health interventions.
· Oversee health project implementation to ensure timely delivery of activities, including the development and monitoring of Detailed Implementation Plans (DIPs), Indicator Performance Tracking Tables (IPTTs), spending plans, and workplans.
· In coordination with the CO Human Resources team, lead and support recruitment processes to ensure projects are adequately and appropriately staffed.
· In collaboration with the CO Safety and Security Manager, develop, implement, and regularly update safety and security procedures for all health program locations, ensuring programming is informed by thorough security risk analysis.
· In coordination with the CO Supply Chain and Administration teams, oversee procurement, storage, and distribution of supplies, equipment, and services required for timely project delivery.
· Line-manage, motivate, and support project-based staff, ensuring strong performance through effective staff structures, recruitment, performance management, staff wellbeing, and capacity development.
· Oversee MEAL implementation at project level, ensuring appropriate monitoring tools are in place, used consistently, and reviewed regularly, including tracking of project indicators.
· Ensure effective application of accountability mechanisms, including feedback and complaints response systems, and ensure appropriate action is taken on recorded issues.
· Oversee project evaluation activities in collaboration with the CO MEAL Manager.
· Ensure effective use of Program Reporting, Information, Monitoring and Evaluation (PRIME) in line with SCI’s Project Management Methodology (PMM), including accurate and timely data entry and monitoring of progress against key deliverables.
· Support project teams to maintain high-quality data in PRIME and use system-generated analysis to strengthen planning, implementation, and reporting.
· Ensure the MEAL team regularly tracks progress toward agreed outcomes and outputs, and that corrective action plans are developed and implemented where projects are off track.
· In collaboration with the CO MEAL team and the PDQ Director, lead regular learning reviews and lessons learned exercises, ensuring learning is documented and used to improve impact for children and communities.
2. Budget Management and Compliance
· Manage all financial processes for health programs in close coordination with the CO Finance team, in line with SCI financial policies and procedures.
· Hold overall responsibility for the financial management of all health project budgets in Greater Cairo and other assigned areas, including forecasting, expenditure planning, burn-rate tracking, and financial reporting.
· Ensure all expenditures are appropriately approved and aligned with approved budget lines and donor agreements.
· Ensure grants and contracts are managed in accordance with SCI award management and compliance policies.
· Ensure SCI financial and compliance regulations are clearly communicated to staff and consistently applied across all health projects.
3. Technical Assistance and Capacity Strengthening
· Ensure appropriate and continuous capacity strengthening and training for staff, partners, and relevant stakeholders to support high-quality health and MHPSS programming.
· Provide direct technical support in areas including program design, implementation, research, and MEAL, or ensure adequate technical assistance is mobilized where required.
· Oversee the identification and deployment of short- and long-term technical assistance, drawing on internal SCI resources and external expertise to enhance program quality and impact.
4. Human Resources and Risk Management Support
In coordination with the CO Human Resources, Finance, and Risk & Compliance teams:
· Ensure appropriate staffing levels and skill mix across all field-based health projects.
· Build and sustain effective teamwork and a positive work environment to support staff wellbeing, performance, and retention.
· Utilize the SCI Performance Management System to set expectations, develop work plans, manage performance, and implement improvement plans where necessary.
· Ensure SCI policies, procedures, accountability standards, and child participation practices are communicated and mainstreamed across all projects.
· Embed counter-fraud, ethical, and internal control measures within all operational planning, implementation, and monitoring processes.
· Ensure compliance with donor, legal, and SCI internal controls in program delivery.
· Collaborate with Finance and Counter-Fraud teams to identify and mitigate operational and financial risks.
· Conduct and update risk assessments for high-value or high-risk programs and activities.
5. Representation, Coordination, and Networking
· Establish and maintain effective working relationships with local authorities, government counterparts, INGOs, NGOs, and coordination mechanisms at governorate level.
· Represent Save the Children International with government entities and national and international partners as required.
· Ensure strong internal coordination with other SCI sectors and departments to promote integrated programming and avoid duplication.
· Identify advocacy issues relevant to health and MHPSS programming and contribute to the development and implementation of advocacy and influencing plans in alignment with CO-level strategies.
6. Child Safeguarding
· Support managers and teams to integrate child safeguarding throughout the project cycle, including identifying and mitigating risks arising from program design and implementation.
· Ensure that all program activities involving children are safe and that children’s participation is meaningful, ethical, and protected.
· Provide leadership in the implementation of SCI’s Child Safeguarding Policy and Code of Conduct across all health projects under supervision.
7. General Responsibilities
· Contribute to the CO risk management process, including risk matrix development, communication of mitigation measures, and follow-up with field teams.
· Support the development of communications and visibility materials in collaboration with the CO Communications team.
· Ensure full compliance with SCI policies on safeguarding, code of conduct, health and safety, equality, diversity, and inclusion.
· Promote staff security, health, and wellbeing, ensuring management practices reflect SCI’s principles of equity and fairness.
· Ensure effective use of the Proposal and Awards Risk Management Tool (PART) across all projects, including briefing teams on identified risks, assigning mitigation actions, maintaining updates, and sharing finalized PARTs with Risk & Compliance and Awards teams for upload to the Awards Management System (AMS).

QUALIFICATIONS AND EXPERIENCE
· Bachelor’s degree in medicine (MD) or a relevant health-related discipline is required. A Postgraduate qualification in Public Health or a relevant health specialty (e.g., master’s degree) is highly desirable.
· 8–10 years of progressively responsible experience in health project/program management and implementation with reputable humanitarian or development NGOs, preferably within the Egyptian context. Experience managing projects funded by institutional donors (e.g. UN agencies, EU, SDC, ECHO, etc.) is a strong asset.
· Demonstrated experience in end-to-end project management, including programme design, proposal development, budgeting, implementation, monitoring, evaluation, and reporting.
· Proven experience managing multi-donor and multi-project portfolios, including compliance with donor contractual and reporting requirements.
· Strong experience in partner coordination and management, including collaboration with government counterparts (particularly the Ministry of Health), local and international NGOs, and donor agencies.
· Demonstrated experience in capacity building and mentoring of local partners, community-based structures, and programme staff.
· Highly developed interpersonal and communication skills, including influencing,
· negotiation, advocacy, facilitation, and coaching.
· Strong results-oriented mindset, with the ability to manage complexity, challenge existing approaches, and drive continuous improvement.
· Fluency in English, with excellent written and verbal communication skills; Arabic proficiency is considered a strong advantage.
· Ability and willingness to work flexibly in challenging and dynamic operational environments, including emergency and high-pressure contexts.
