ROLE PURPOSE:

Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for pre-school and primary school students in 8 districts across 4 provinces in Indonesia. The program is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia, leveraging the Australian Government's Department of Foreign Affairs and Trade (DFAT) investment for its INOVASI Phase 3 program.

KREASI, and its Grant Agent, Save the Children Australia and Save the Children Indonesia as the in- country representative, were appointed by the Ministry of Education, Culture, Research, and Technology (MoECRT) and the Ministry of Religious Affairs (MoRA), with the endorsement of Mitra Pendidikan Indonesia / Local Education Group (MPI/LEG), a consortium of 17 international and local education stakeholder organizations. The program is closely aligned with Indonesia's national education goals, particularly the Merdeka Belajar initiative, which emphasizes essential and flexible learning processes tailored to each student's interests, talents, and needs, focusing on holistic, relevant, and sustainable education.

This program will synergize its strategies and implementation with the successful DFAT INOVASI program. This alignment ensures that KREASI adheres to proven practices and complements Indonesia's national education strategies.

Through extensive consultations with national, provincial, and district stakeholders, KREASI has been designed to address the specific needs of targeted regions by improving curriculum and assessment processes, enhancing teaching practices, fostering educational leadership, and ensuring child protection in education. The program strongly emphasizes Gender Equality, Disability, and Social Inclusion (GEDSI), as well as climate change education, ensuring that the most marginalized children, including those with disabilities, have access to quality education in safe and inclusive environments.

With a commitment to sustainability and systemic change, KREASI aims to empower local government stakeholders, partners, and communities, ensuring that the gains achieved through the program are both impactful and enduring. At the national level, Save the Children operates under the supervision of MoECRT and MoRA and in close collaboration with MPI/LEG to ensure that the program contributes to systemic and transformational change within Indonesia's education sector.

The Grant Finance Coordinator ensuring accurate financial reporting of Partner Implementation KREASI, and compliance with financial regulations. This role will assist the Head of Finance in developing financial procedures, managing financial risks, and providing day-to-day mentoring to the regional finance team.

KEY AREAS OF ACCOUNTABILITY:

Strategy and Leadership:

  • Be responsible for ensuring effective and efficient operation of the finance function to deliver timely, reliable, accurate, high-quality accounting and financial Management and reporting activities and requirements using a risk-based approach.
  • Be responsible for partnership financial monitoring and ensure that the partners are being monitored frequently, along with proper capacity development plans and frequent follow-ups for all improvement areas identified as a result of partners' assessment as per Save the Children partner's capacity assessment tools.

Development of financially sound budgets contributing to high-quality programs:

  • Ensure field offices receive adequate support to operate efficient accounting systems, including timely receipt of monthly budget variance analysis by budget holders, timely answers to queries and scheduling tasks and deadlines.
    • Ensure Partner Budget vs Actual is monitored and communicated with the KREASI Head of Finance to address gaps.
    • Monitor the accurate, compliant, and timely submission of Partner financial reports to Save the Children Indonesia
    • Assist Head of Finance in supporting the audit process (donor, general, and statutory audit) and ensuring audit requirements are fulfilled and completed.



Grants Management and contribution to the development of strong partnerships:

  • Guide KREASI staff and coordinate efforts to ensure compliance with donor requirements.
    • Work with the KREASI team to estimate fund requests on time to ensure resources are in place for project activities.
    • Ensure timely and accurate information is provided through the Awards Management system.
    • Oversee and monitor sub-grantees/ grants as required per organization policies and procedures.
    • Support the field finance officer to manage financial interactions with implementing partners, including budget reviews, financial reporting, and audits.
    • Ensure that implementing partners adhere to financial guidelines and contractual obligations.

Staff Management, Mentorship, and Development

  • Ensure the appropriate recruitment, training, and promotion of staff and the availability of relevant professional development opportunities for finance officers.
  • Assist the finance officer in conducting finance training for staff in the field.
  • Work closely with the KREASI Award and Partnership Specialist to conduct finance training and support for implementing partners as necessary.
  • Assist the Head of Finance build the finance capacity of program staff and the organization's partners and ensure financial planning and management are included in their plans and annual objectives.
  • In case of staff turnover or resource shortages in the KREASI finance team, the Grant finance coordinator will temporarily provide support to ensure the gap is addressed correctly.

Brand and Reputation:

  • Contribute to implementing partners are aware and are actively involved in building and maintaining the Save the Children brand in all project field sites and with all project external stakeholders, including program strategic partners

Communication and Representation:

  • Maintain clear and effective communications with the KREASI team members and other program or support staff in the Save the Children Indonesia
  • Ensuring communication flows effectively between the program, partners and other external stakeholder
  • Under the supervision of the KREASI Head of Finance s/he will contribute to maintaining relationships with host government authorities of technical office up to provincial and district levels, donors and partner agencies, the GPE system, and local and international NGOs, including Save the Children International.

General

Any other tasks and responsibilities given by the Supervisor and to comply with Save the Children and Save the Children Indonesia's policies and practices regarding child protection, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE

  • Recommended a minimum of 5 years of management experience in a corporate or an NGO environment, of which three at a management level within the finance department of a national or international organization.
  • In-depth knowledge of grant documentation and compliance issues.
  • Excellent understanding of business and financial planning, including strategic modelling.
  • Excellent analytical skills–the ability to analyze complex financial data and design and produce effective management information.
  • Excellent experience in budgeting and budget management and analysis.
  • Excellent understanding of financial systems and procedures.
  • Excellent experience with computerized accounts packages, Excel, PowerPoint, and Word.
  • Experience in managing and conducting audits.
  • Strong communication and interpersonal skills.
  • Ability to manage a complex and diverse workload and to work to tight deadlines.
  • Ability to build a small, proactive team, motivating staff, working collaboratively with colleagues, and providing support and advice as necessary.
  • Willingness and ability to dramatically change work practices and hours and work with incoming surge teams in emergencies.
  • A full appreciation of the value of co-operation internationally and within a team environment.
  • Understanding of Save The Children’s vision and mission and a commitment to its values.
  • Written and verbal fluency in English.
