Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

Purpose

The mission of Gaza’s HR Team is to support, guide, and advise all staff members, line managers, and the coordination and management team in all HR and People Management responsibilities to achieve their ambitions, objectives, and missions. The Gaza’s HR Team aims to equip, enable, and empower the sub-delegation and workforce along the ICRC People Strategy.

Under the close supervision of the HR Responsible, the HR Assistant 1 assists in carrying out administrative work and preparing and updating documents for delivering HR services in accordance with the ICRC and delegation policies and the applicable laws and regulations.

Relationships

• Internally, interacts with sub-delegation employees.

• Externally, may interact with local administrative authorities.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
  • Understands and adheres to the ICRC Code of Conduct.
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement.
  • Respects and observes staff regulations and security rules at all times.
  • Represents the ICRC in a professional manner at all times.
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

Accountabilities & Functional Responsibilities

HR Administration

  • Provides general secretarial and administrative support for the PAC team in Gaza (i.e. \handling correspondence, registration and filing, etc.).
  • Updates individual employee files (both digital and hard copy) on a timely basis and ensures that each employee file is complete.
  • Manages the Service Task Management mailbox (GAZ HR Services) and attributes the requests to the concerned HRSP; ensures that requests are closed on a timely basis and no pending requests by end of year
  • Provides administrative follow-up for recruitment, training and onboarding/offboarding activities.
  • Ensures that information on HR issues under their responsibility is shared with the rest of the HR team.
  • Prepares and submits SRs for Gaza HR whenever needed.
  • Organizes all logistical and administrative requirements for meetings, trainings, staff gathering, etc.

Time and Leave Management

  • Ensures proper leave and overtime management and recording for unconnected employees in Gaza sub-delegation in line with the policy in place.
  • Ensures that time data is updated to ensure that holiday and overtime records are accurate for reporting by the HR Responsible.
  • Informs the HR Responsible and HRM on any recurring issues or pressing matters related to time and leave management

Compensation and Benefits

  • Records all pertinent payroll information for Gaza-based employees and coordinates with various departments to ensure all payroll-related details are included without delay.
  • Reviews and records overtime information on a timely basis.
  • Ensures aligned implementation of C&B related policies.

Additional Duties

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments.
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
  • Takes responsibility for their own professional learning and development.

Certifications / Education required

  • University degree in Business Administration or related field.
  • Very good command (written and spoken) of English.
  • Computer literate, with excellent knowledge of Microsoft Excel and PowerPoint.

Professional experience required

At least 3 years' experience in a similar field of activity.
