Org. Setting and Reporting

The position of Fuel Assistant is located in the United Nations Interim Force in Lebanon (UNIFIL) Naqoura, in the Life Support Section, under Service Delivery Management. The incumbent will report to the Fuel Officer and/or to the Chief of Section/Unit. “

Responsibilities

Within delegated authority, the Fuel Assistant will carry out the following duties: (These duties are generic, and may not all be performed by all Fuel Assistants) Verify and consolidate input and data for budget preparation. and forward for budget development. Prepare data and information to respond to audit requests. Establish a system to conduct daily, weekly and monthly reconciliation of fuel receipts and issues. Analyze and verify incident reports. Analyze usage and historical consumption of fuel, oils and lubricants. Monitor the expenditure against the funds allocated by purchase orders in respect to fuel-related requisitions. Implement the internal control systems including accounting, report on and maintain all electronic/hardcopy records to ensure a proper audit trail. Follow up the approval of POL requisition and forward it for preparation of purchase order. Raise requisitions for the purchase of fuel equipment. Verify payment requests against invoices and delivery notes. Verify unloaded measured quantity against delivery notes and adjust the inventory Prepare delivery document of POL products for authorization. Validate requests; certify and forward request of bulk fuel to contingents and other users for authorization. Prepare data/and information and develop standard operating procedures, Prepare data and information for developing the requirement of support equipment. Prepare data and information for developing Statement of Work (SOW) and other relevant documents. Verify and consolidate input and data for budget preparation. and forward for budget development. Prepare data and information to respond to audit requests. Establish a system to conduct daily, weekly and monthly reconciliation of fuel receipts and issues. Analyze and verify incident reports. Analyze usage and historical consumption of fuel, oils and lubricants. Monitor the expenditure against the funds allocated by purchase orders in respect to fuel-related requisitions. Implement the internal control systems including accounting, report on and maintain all electronic/hardcopy records to ensure a proper audit trail. Analyze rate of consumption of equipment monitored by Electronic Fuel Management System (EFMS) and forward recommendations. Monitor that Mission strategic and local reserves are maintained at adequate levels at all times. Analyze product test results and verify the quality of POL is with in the limit as set up in the standard. Establish all Safety, Health and Environmental instructions and guidelines by coaching subordinates, posting signage, and conducting safety drills. Verify incident reports. Establish fuel related Quality Assurance (QA) policies and procedures Prepare preventive maintenance schedule and analyze operation of equipment to forecast future requirement. Resolve any contractual issues. Monitor and report contract performance to ensure compliance with contractual Key Performance Indicators (KPI), schedules and cost objectives. Perform other related work as required.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

Technical or vocational certificate Fuel/Petroleum, Oil and Lubricants (POL)-related discipline from internationally recognized organizations, e.g., IATA is desirable

Work Experience

At least eight years of progressively responsible experience in three or more of the following areas of the operation of field fuel installations and fuel handling procedures. fuel contract administration. quality assurance/quality control procedures related to POL operations in a field environment. is required: Experience in Electronic Fuel Management Systems is required. Experience in petroleum supply chain is desirable. Experience in Fuel assets management and liquidation is desirable. Experience in managing support services of international peacekeeping or military/field operations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Arabic is desirable.
