Project Context and Scope
The IOM Somalia Mission, through the Emergency and Post-Crisis (EPC) pillar, implements frontline CCCM activities supporting vulnerable populations in communal settings. The programme requires timely monitoring, reporting, communications and MEAL to ensure effective delivery and accountability. Following funding reductions and staff turnover, staffing capacity has been reduced to ensure programme sustainability. At the same time, the anticipated workload linked to El Niño preparedness and response is expected to increase significantly, creating a temporary capacity gap. Under the supervision of the CCCM Programme Manager, the consultant will provide short-term surge capacity for reporting, communications, monitoring and MEAL, ensuring continuity of core programme functions and timely delivery of priority preparedness and response activities.

Tasks to be performed under this contract
Regular analytical updates on El Niño CCCM response, covering displacement trends, emerging risks, priority needs and response actions.
Draft and consolidate the post-flooding needs assessment, synthesizing findings and analysis from affected districts to inform recovery and transition planning.
Briefing notes, presentations and situation updates for management, donors, government and humanitarian partners, based on programme monitoring and assessment findings.
Updated CCCM programme monitoring and MEAL products, including key indicators, implementation progress, beneficiary feedback, accountability findings, challenges, gaps and recommendations for programme adaptation.
Consolidated programme planning and performance trackers, covering key deliverables, targets, timelines, reporting requirements and implementation gaps.
Support to the CCCM Programme Manager in reviewing and updating the internal CCCM organogram, based on the latest SAP, staffing structure and programme priorities.
Support to CCCM programme development and funding processes, including concept notes, proposals and funding pipeline updates, particularly for El Niño preparedness, response and recovery.
Documented lessons learned, good practices and recommendations from CCCM programming, post-flooding assessments and El Niño preparedness and response.
Provide temporary coverage for the CCCM Information Management function during maternity leave, ensuring continuity of data management, analysis, reporting and information products vis Zite Manager
Other duties: This role will also offer the selected candidate opportunities to expand operational skills and contribute to broader CCCM Programmes objectives. As such, other duties may include supporting various operational tasks related to community engagement and accountability, women and girls’ empowerment, inclusion, community-led initiatives, capacity strengthening, and durable solutions, among other areas.

Required Qualifications and Experience
Education
Master’s degree in international relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with two years of relevant professional experience; or University degree in the above fields with four years of relevant professional experience.
Experience
Experience working with CCCM program in IDP, refugee and/or migration related settings.
Experience in developing proposals, concept notes, and project designs in humanitarian settings, including aligning with donor requirements and strategic objectives.
Experience in project and donor reporting, including preparing detailed and high-quality reports that meet donor requirements and organizational standards.
Experience in monitoring and evaluation, particularly developing methodologies, data collection, and analysis.
Experience in communication, including developing information products is considered an asset.
Skills
Strong understanding of Camp Coordination and Camp Management (CCCM) thematic areas, the humanitarian system, and mandates of UN, IOM, and NGOs. Familiarity with the Somalia context is considered an asset.
Strong skills in developing and creating compelling reports, briefings, and visual content.
Strong skills in developing methodologies, conducting data collection, and performing analysis for monitoring, evaluation, and research purposes.
Proficiency in Microsoft Office and data collection tools such as Kobo Collect and Open Data Kit (ODK).
Experience with communication and design software, such as Adobe InDesign, is considered an asset.
Proven ability to solve problems effectively, meet deadlines, and communicate efficiently with remotely based team members.
Ability to build effective and respectful working relationships with local staff, authorities, community members, and other stakeholders.
Languages
For this consultancy, Fluency in English and Somali, both written and spoken.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
Regular travel will be expected to Somalia as and when required as part of project design, implementation and monitoring.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
