Unit Context: as applicable:

The ITSIG (Data, Information and AI Governance) Unit is the strategic driver of trust, agility, and responsible innovation in the organization’s data, information, and AI landscape. The unit develops and oversees governance frameworks, policies, and stewardship models that enable the Group, and the public, to maximize the value of its data and information. By embedding governance into product and service delivery, platform design, and business engagement, the unit positions governance as a catalyst for AI transformation and business impact. The unit also fosters partnerships and thought leadership, ensuring the Group remains at the forefront of global best practices in data, information, and AI governance.

Duties and accountabilities:

• Conduct a needs and landscape assessment covering existing learning assets, policies, standards, guidelines, related requirements, stakeholder needs, gaps, overlaps, and reuse or consolidation opportunities.

• Design a role- and topic-based literacy curriculum with clear learning objectives, sequencing, formats, content ownership, accessibility, and maintenance arrangements.

• Develop pilot-ready learning and support materials and a coordinated approach to communications, community engagement, intranet content, measurement, feedback, and continuous improvement.

• Research and benchmark relevant internal requirements, international standards, regulatory developments, and recognized data, information and AI governance practices to inform fit-for-purpose policy instruments.

• Draft and revise priority data, information, and AI governance policies, standards, guidelines, procedures, and supporting tools using a clear hierarchy, consistent terminology, defined scope, roles, controls, exceptions, and compliance expectations.

• Plan and facilitate stakeholder consultation, reconcile comments, maintain traceability and version control, prepare approval packages, and support publication, implementation, adoption, review, and maintenance planning.

• Define and track measures for communications reach, learning participation, usefulness, and adoption. Use feedback and lessons learned to improve learning, policy implementation, and outcomes.

Selection Criteria

• Typically requires a Master's degree with 5 years of experience or a Bachelors Degree with a minimum of 7 years of relevant experience, or equivalent combination of education and experience.

• Expertise in data governance and information governance and management, plus working knowledge of responsible AI and AI risk governance. Must translate governance principles into institutional policy and practical guidance; familiarity alone is insufficient.

• Demonstrated experience both designing and delivering learning, literacy, capability-building, or change initiatives for varied professional audiences, and developing or substantially revising enterprise policies, standards, guidelines, or procedures.

• Strong instructional design skills in needs assessment, adult learning, objectives, curriculum architecture, sequencing, storyboarding, accessibility, assessment, and evaluation.

• Strong policy analysis and drafting skills in research, benchmarking, options, policy architecture and hierarchy, requirements, roles, controls, exceptions, compliance, implementation, and lifecycle maintenance.

• Experience managing consultations and governance reviews, including facilitating sessions, synthesizing divergent input, documenting decisions, resolving comments, and preparing senior-review or approval materials.

• Experience applying recognized frameworks and standards organizationally and aligning policies across privacy, records management, data quality, metadata, access and sharing, and AI risk management.

• Excellent plain-language writing, facilitation, collaboration, project management, and stakeholder synthesis. Able to produce authoritative governance instruments and engaging staff learning and communications products. Experience in complex, matrixed, or international organizations is desirable.
