We are looking for a strategic, experienced, and collaborative Project Manager with a strong track record of managing complex humanitarian or development programmes in challenging and volatile environments.
The ideal candidate combines strong project, financial management and managerial skills. Its an added advantage to have technical expertise and background in education programming.

What you will do
The Education Project Manager will lead the implementation and quality delivery of NRC’s Education portfolio across the West Bank. The role will oversee projects throughout the full project cycle—from design and planning to implementation, monitoring, reporting, and learning—ensuring alignment with NRC’s strategy, donor commitments, and quality standards.
The position will provide strategic and technical leadership to Education programming, support field teams and partners, manage budgets and resources, and contribute to coordination, advocacy, emergency preparedness, and integrated programming across sectors.
Key responsibilities:
Lead Education project implementation: Oversee the planning, implementation, monitoring, reporting, and quality assurance of NRC’s Education portfolio across the West Bank, ensuring projects achieve their objectives and meet NRC and donor standards.
Manage budgets and resources: Provide overall budget oversight, maintain appropriate spending and burn rates, and ensure effective management of procurement, logistics, staffing, cash forecasting, and other project resources.
Provide technical leadership and team development: Guide and mentor Education teams and implementing partners, strengthen technical capacity, support performance management, and promote continuous learning and improvement.
Support programme development and strategy: Contribute to needs assessments, programme design, proposals, budgets, project extensions, emergency preparedness, and strategic direction, while promoting integrated and durable solutions across NRC’s Core Competencies.
Coordinate stakeholders and partnerships: Build effective relationships with donors, implementing partners, government counterparts, clusters, working groups, and communities, ensuring effective coordination, communication, accountability, and representation of NRC.
What you will bring
Minimum 4 years of experience developing and leading large, complex and/or multi-sectoral projects in humanitarian, protracted crisis, or development settings.
Senior-level project management experience, including working with consortia, partnerships, or equivalent structures.
Demonstrated experience managing development donors, including donor compliance and reporting.
Proven experience in capacity building, coaching, and mentoring technical teams.
Strong experience working in complex and volatile operating environments.
Strong leadership, strategic thinking, planning, coordination, problem-solving, and communication skills.
Fluency in Arabic and English, both written and spoken.
Context-specific expertise:
Strong understanding of the education sector and operational context in the West Bank, including access restrictions, movement constraints, and risks affecting schools and communities.
Practical expertise in protection mainstreaming, child safeguarding, and gender-sensitive programming in formal and non-formal education settings.
Demonstrated experience delivering needs-based non-formal education (NFE), remedial education, and emergency education interventions for vulnerable and displacement-affected children and youth.
Proven experience designing and delivering psychosocial support (PSS) within learning environments.
Experience designing and implementing flexible NFE pathways, TVET, and market-oriented technical skills programmes for vulnerable youth.
Strong financial, programme, partnership, reporting, and project-cycle management capabilities.

What we offer
Duty station: West Bank Palestine
Fixed term contract: 12 months national contract, renewable based on performance, funding and need for the position
Travel: 40%
Salary/benefits: Grade 8 on NRC's national grading structure.
