Office/Unit/Project Description
UNDP’s Rule of Law Programme in Pakistan is working to strengthen the rule of law and to ensure equal access to justice and security services, particularly for women and marginalized groups across Pakistan in Khyber Pakhtunkhwa (KP) including the merged districts (MDs), Balochistan, and Islamabad Capital Territory (ICT). In close collaboration with a range of government, rule of law and justice sector institutions, the overall Programme aims to enhance and sustain peace and stability for the longer-term in Pakistan.
The Programme activities and interventions therefore directly correspond with the government of Pakistan’s strategies and commitments to rule of law and justice reforms, as well as improving the efficiency and effectiveness of institutions to deliver accountable and affordable security and justice services to the public.
The Rule of Law Programme implementation is guided by the following four strategic objectives:
- Policy, legal and regulatory frameworks strengthened to warrant people-centered, equitable, timely, affordable justice and security delivery to all people with an emphasis on women, marginalized and vulnerable groups, and digital technologies.
- Capacity of justice and security stakeholders (duty bearers) enhanced to deliver inclusive, timely, and accessible services to all people with an emphasis on women and digital technologies.
- Capacity of women, and the most vulnerable and marginalized (rights holders) strengthened to access referral pathways to justice and security.
- Justice and security sector institutional facilities enhanced to deliver inclusive, timely, and accessible justice and security services, through women friendly and gender-responsive infrastructure development support with an emphasis on flood resilience and green energy.
Against this backdrop, UNDP actions and interventions are aimed at restoring public confidence and service delivery in the formal justice and rule of law sectors through a range of initiatives i.e. policy development and reform, fostering justice and security sector governance, as well as oversight and accountability at an institutional level with emphasis on inclusive and gender-responsive programming. The overall engagement strategy, therefore, involves both federal and local levels. The Programme is implemented in partnership with the Judiciary, Police, Prosecution, Prisons, Probation and Reclamation, Bar Associations, Civil Society Organizations (CSOs) and the academia both at federal and provincial levels.
The Monitoring, Evaluation and Reporting Analyst will provide technical leadership and support for programme monitoring, evaluation, results measurement, data management, learning and reporting. The Analyst will establish and maintain robust systems to track progress against programme results frameworks, strengthen data quality and evidence use, support evaluations and assessments, and ensure timely, accurate and evidence-based reporting.
The Analyst will work with relevant institutional counterparts and designated other team members to strengthen monitoring arrangements, results-based management and learning, including appropriate disaggregation and attention to gender equality and vulnerable populations.
Scope of Work
The Monitoring, Evaluation and Reporting Analyst will report directly to the Team Lead – Programme Specialist. The Analyst will provide technical leadership, advice and quality assurance for monitoring, evaluation, results measurement, data management, learning and reporting under the Rule of Law Programme.
The Analyst will lead the development and implementation of monitoring and evaluation frameworks, indicators, baselines, targets, data-flow systems and reporting arrangements; strengthen data quality and analysis; and support the use of evidence for adaptive management and decision-making. S/he will coordinate evaluations, assessments, surveys and research assignments and ensure that programme reporting is timely, accurate, analytical and results-focused.
The Analyst will promote gender-responsive monitoring and evaluation, including systematic collection and analysis of appropriately disaggregated data and evidence on the experiences and results of women and vulnerable populations. S/he will maintain effective engagement with relevant institutional counterparts, research and evaluation service providers, and designated other team members to support coherent results measurement and learning.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams and projects in multidisciplinary teams to enhance and enable horizontal collaboration.
Key Duties and Responsibilities
1.Lead monitoring, evaluation and results measurement for the Rule of Law Programme.
- Design and implement an integrated Monitoring and Evaluation (M&E) plan to ensure effective implementation and achievement of programme results; monitor the implementation of the plan including measurement of programme indicators, design of monitoring tools and establishment of data flow systems.
- Operationalise, maintain and, where required, support the refinement of key performance indicators (KPIs) in accordance with approved programme results frameworks and annual workplans; assess progress against agreed indicators and targets and work with programme colleagues to identify evidence-based course corrections where gaps or implementation issues arise.
- Establish and maintain appropriate databases and data-management systems for the programme results framework and, in collaboration with programme focal persons, identify data sources and agree on data-collection methods, responsibilities, frequency, disaggregation requirements, quality-assurance standards and reporting arrangements.
- Conduct and manage quality assurance activities, develop strategies for course correction and update M&E frameworks as required.
- Oversee collection and validation of data to support any change that might be required in the programme activities; and undertake field M&E activities as required.
- Develop and maintain appropriate data-visualisation tools, dashboards and analytical products to support results monitoring, management decision-making and communication of programme performance.
2.Lead programme reporting, results analysis and performance information management.
- Lead the preparation and coordination of periodic, annual and other programme and donor reports, in accordance with applicable reporting requirements and agreed timelines.
- Coordinate and provide results-based inputs to relevant corporate reporting processes, including the Results-Oriented Annual Report (ROAR) and Annual Programme Report (APR), as applicable, ensuring consistency with corporate standards and programme results.
- Maintain and update relevant programme results information in UNDP corporate systems, including Quantum, in accordance with applicable corporate requirements and approved results frameworks.
- Coordinate and ensure timely updating of programme results information in applicable donor reporting systems, including EU OPSYS, in accordance with agreed reporting requirements.
- Provide analytical and evidence-based inputs to programme planning, implementation reviews and strategic decision-making, drawing on monitoring, evaluation, research and programme data to support achievement of agreed results and targets.
- Support the synthesis and use of monitoring, evaluation, research and assessment findings to identify trends, lessons, implementation issues and emerging priorities, and facilitate their use in programme learning and adaptive management.
- Provide results-based planning and performance information to support work planning, implementation reviews, resource planning, management discussions, briefings and other internal and external reporting requirements.
- Engage with programme staff and consultants to facilitate communication of information and assist in generating a strong understanding of project activities, M&E framework, and related issues; conduct field visits as required.
- Support consistency and consolidation of results information for joint or programme-level reporting through coordination with relevant counterparts, where required.
3.Strengthen data quality, results-based management and institutional monitoring practices and knowledge sharing
- Develop and apply appropriate data-quality assurance mechanisms to assess the accuracy, completeness, consistency, timeliness and reliability of programme monitoring and reporting information.
- Conduct periodic reviews and verification of programme results data, including source documentation, institutional records and other means of verification, and recommend corrective measures where data-quality issues are identified.
- Provide technical guidance and capacity-development support to designated other team members and relevant partners on results-based management, indicator measurement, monitoring tools, data collection, data quality, analysis and use of evidence.
- Support relevant institutional partners in strengthening monitoring, data-management and results-reporting practices, where appropriate, to improve the availability and quality of evidence supporting programme results.
- Promote consistent application of monitoring standards, methodologies, definitions and reporting practices across programme interventions to strengthen comparability and reliability of results information.
- Identify monitoring and evaluation risks, data gaps and evidence limitations and recommend practical measures to address them.
4.Coordinate evaluations, assessments, surveys and research for programme learning and accountability.
- Provide technical leadership and coordination for programme evaluations, assessments, surveys, studies and other evidence-generation initiatives in accordance with programme requirements and applicable UNDP standards.
- Prepare and/or review terms of reference, methodologies, data-collection tools, sampling approaches, analytical frameworks and other technical documentation for monitoring, evaluation, survey and research assignments.
- Provide technical oversight and quality assurance for consultants, research organisations and service providers engaged for specialised monitoring, evaluation, assessment, survey and research assignments.
- Review evaluation, assessment and research deliverables to ensure methodological rigour, appropriate use of evidence, analytical quality and consistency with agreed requirements.
- Facilitate appropriate management responses, follow-up and use of evaluation and assessment findings and recommendations to strengthen programme performance and accountability.
- Promote gender-responsive and inclusive evaluation and research approaches, including appropriate disaggregation of evidence and consideration of differential results and experiences among women and vulnerable and marginalised populations.
5.Ensure M&E quality assurance and contribute to programme planning and management.
- Provide technical advice to the Chief Technical Advisor on programme performance, results achievement, evidence gaps, monitoring risks and areas requiring management attention or course correction.
- Review relevant programme workplans, results frameworks, technical documents and implementation arrangements from a monitoring and results perspective and provide recommendations to strengthen measurability and results orientation.
- Provide M&E and results-based inputs to programme planning, reviews, management meetings, briefing notes, presentations and other programme documentation, as required.
- Support the establishment and periodic review of appropriate monitoring arrangements for programme interventions to ensure that expected results can be credibly measured and reported.
- Maintain organised and accessible monitoring, evaluation and reporting records, datasets, evidence and supporting documentation to facilitate programme management, reporting, reviews, evaluations and assurance processes.
- Capture and promote lessons from programme monitoring and evaluation to strengthen implementation quality, institutional learning and future programming.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Rule of Law Programme is placed within the Democratic Governance Unit of the UNDP Country Office in Pakistan, and the Analyst will work under the supervision of the Team Lead – Programme Specialist and coordinate with designated other team members and relevant Country Office colleagues.

Min. Education requirements
Advanced university degree (master's degree or equivalent) in Monitoring and Evaluation, Statistics, Economics, International Development, Management Science is required, or
A first-level university degree (bachelor's degree) in the areas stated above, in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree.
Min. years of relevant work experience
Minimum of two (2) years (with master's degree) or four (4) years (with bachelor's degree) of relevant professional experience in monitoring and evaluation, results-based management, research and/or data analysis within rule of law, access to justice, justice and security-sector reform or closely related development programming is required.
