Background
UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP's development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

The Planet Hub will be made up of eight interconnected pillars, covering strategic areas of work to deliver its core objective, as well as a set of integrated functions and support that cut across pillars and help ensure cohesive offers and delivery of the Planet Hub. One critical component of the Planet Hub is the portfolio of support to countries on Climate and Nature Policy. The Climate and Nature Policy Pillar provides strategic leadership on integrated climate and nature policy development, implementation, and advocacy, supporting countries to address interconnected environmental challenges while advancing sustainable development objectives. The Pillar brings together expertise on climate policy, biodiversity policy, environmental governance, integrated planning frameworks, Multilateral Environmental Agreements, and science-policy interfaces. Working across all Planet Hub pillars and in close collaboration with governments, UN entities, international organizations, research institutions, and development partners, the Pillar promotes policy coherence, strengthens implementation of global environmental commitments, and supports countries in developing integrated approaches to climate action, biodiversity conservation, ecosystem resilience, and sustainable development.
Climate Transparency and implementation of Paris Agreement’s Enhanced Transparency Framework (ETF) are paramount to the vision of the Policies pillar, under the Planet Hub. UNDP has extensive experience supporting developing countries to meet international climate reporting requirements and works closely with UNFCCC, UNEP, GEF and other partners in this area.
The Climate Transparency - Global Support Programme Phase III (GSP III) will be jointly implemented by UNDP and United Nations Environment Programme UNEP (through UNEP United Nations Environment Programme
(CCC)), with project management and coordination responsibilities shared between UNDP and UNEP. Effective delivery therefore requires close day-to-day collaboration between the UNDP and UNEP teams, as well as coordinated engagement with the project's governance bodies, regional networks and technical partners.
In this context, UNDP is recruiting a Programme Analyst -Transparency Global Support Programme who will maintain and analyze the project's data and monitoring systems, track and report on programme results with particular attention to gender-responsive and youth-inclusive implementation, manage information flow between the global team and the project's regional networks, and prepare knowledge products and communication materials for the UNDP stream of GSP III.
Position Purpose
Under the direct supervision of the Global Support Programme Project Manager, and in close collaboration with the Chief Technical Lead and the Regional Network Coordinators, the Programme Analyst will maintain and analyze the project's data and monitoring systems; track and report on programme results, with particular attention to gender-responsive and youth-inclusive implementation; manage information flow between the global team and the project's regional networks; prepare knowledge products and communication materials in line with the project's Gender Action Plan and Stakeholder Engagement Plan; and provide analytical, documentation and administrative support to the project team.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Duties and Responsibilities
1.Ensure Data, Knowledge and Information Management
• Compile, structure and analyze project data, and prepare tables, charts and dashboards to support programme monitoring
• Support the development, updating, and dissemination of technical guidance, knowledge products, sectoral guidance documents, manuals, toolkits, catalogues, communication materials and other project outputs for global and regional audiences.
• Support the development and maintenance of project knowledge repositories, stakeholder databases, document management systems and digital archives, ensuring effective version control, accessibility and compliance with project partners’ information management standards.
• Apply standardized templates and agreed review procedures across knowledge products and communication materials to ensure consistency and coherence across project outputs.
• Assist in maintaining and updating the roster of local, regional and international experts supporting programme implementation.
• Support lessons learned exercises and prepare knowledge capture and synthesis notes across programme components
2. Monitoring, Results Tracking and Reporting
• Support implementation of the programme’s Monitoring, Evaluation and Learning (MEL) framework through systematic data collection, validation, analysis and reporting.
• Maintain and update indicator-tracking and results-monitoring tools, ensuring that reported information is complete, traceable and supported by appropriate evidence.
• Contribute to the preparation of annual work plans, Project Steering Committee documentation, progress reports, Project Implementation Reports (PIRs), and other corporate reporting requirements.
• Support preparation and organization of documentation and evidence for mid-term review and terminal evaluation.
• Support systematic tracking of gender-responsive implementation and results in programme reporting, in line with the project's Gender Action Plan and UNDP's gender-marker requirements.
3. Promote Communications and Outreach
• Support the development and coordination of communication materials, outreach packages, newsletters, presentations, web content, promotional materials and dissemination products to increase the visibility and impact of programme results.
• Support implementation of the programme's communication and branding strategy, ensuring consistency of messaging, visual identity and positioning across all products and events.
• Provide communication and documentation support for global and regional events, workshops, technical exchanges, COP and SB sessions, Global Transparency Forum and other external engagements
• Support the preparation, dissemination and analysis of project surveys and communication products to strengthen stakeholder engagement and knowledge sharing.
• Coordinate the preparation of the yearly event planner, supporting coherence of messaging and communication priorities across project events.
4. Provide Programme Coordination Support
• Support internal team coordination, including documentation, drafting and dissemination of meeting summaries, communication workflows and internal updates.
• Support the delivery of technical and in-country assistance activities in coordination with the RNCs and thematic experts
• Prepare background documentation, analytical materials, technical templates and briefing notes for country missions
• Support the preparation of presentations, guidance notes, training materials and learning resources, and contribute to capacity needs assessments and regional training plans
• Support the exchange of country-level experience, lessons and knowledge products between UNDP's wider GEF Enabling Activities and CBIT portfolio and GSP III, and flag potential duplication to the Global Support Programme Project Manager
• Perform other related technical and programme support duties as required to ensure the effective implementation of the Climate Transparency Global Support Programme III.

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Environmental Management, International Development, Social Sciences, Communications, or a related field is required. Or
- A first-level university degree (bachelor's degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum 2 years (with a master's degree) or 4 years (with a bachelor's degree) of relevant professional experience in data analysis, monitoring and reporting, or knowledge management, in climate transparency, climate policy or international development programmes, is required.
- Demonstrated experience in international project/programme management and/or oversight, preferably in climate policy, transparency, and/or international development contexts is required.
- Prior working experience with UN agencies, multilateral fund projects or multi-country technical programmes is required.
- Demonstrated experience supporting monitoring, evaluation and reporting for UN agencies, multilateral funds projects or multi-country programmes, including progress reporting, mid-term reviews or terminal evaluations, is required.
- Experience in data handling and analysis, including data collection, structuring, quality checks, documentation and version control, is required.
- Experience with collaborative platforms and data visualization tools (e.g. SharePoint, Teams, Power BI) is required.
- Experience in knowledge management, communications or stakeholder engagement in climate change or international development context is required.
- Experience in preparing communication products, managing knowledge platforms or supporting event communications in international programmes is desirable.
- Experience working with developing-country institutions, capacity-building programmes or climate transparency networks is desirable.
- Experience supporting gender-responsive programming, monitoring or reporting is desirable.
- Work experience in GEF- funded programming is a strong asset.
- Relevant professional training or certification in climate change, climate transparency or related climate policy areas is an asset.
