Duties and Responsibilities
Background Within the framework of United Nations Economic Commission for Western Asia (ESCWA)’s Subprogramme1, focused on supporting the transition to sustainable energy systems, ESCWA and the Renewable Energy Authority of Libya (REAOL) organized a National Dialogue on “Transforming Libya’s Extractive Energy Sector towards Sustainable Energy Systems” in Tripoli that brought together key stakeholders to review the implementation of Libya’s National Renewable Energy and Energy Efficiency Strategy (2023-2035), identify opportunities and challenges for accelerating the energy transition, and agree on priority actions related to renewable energy, energy efficiency, distributed energy systems, hydrogen, electricity interconnectivity, digitalization, and capacity-building. In response to recommendations emerging from the dialogue and at the request of REAOL, follow-up technical support is required to advance priority actions related to energy efficiency and distributed renewable energy. Accordingly, ESCWA will engage a consultant to undertake a study and formulate recommendations on: (i) strengthening energy efficiency, with a particular focus on the residential sector; and (ii) developing a national strategy and implementation programme to promote the adoption of solar water heaters. Objective To develop a study report on energy efficiency and solar water heaters in Libya, including recommendations and a national strategy and implementation programme to promote their uptake and support Libya’s energy transition objectives. Duties and responsibilities Under the overall supervision of the Cluster Lead and the direct guidance of the Chief of the Energy Section, the consultant will be responsible for the following overall duties, namely: a) Conduct a literature review of relevant documentation related to Libya’s energy sector, including the National Renewable Energy and Energy Efficiency Strategy (2023–2035), relevant policies and institutional frameworks, and the background materials and outcomes of the national dialogue. b) Prepare a study report, building on selected outcomes and recommendations of the national dialogue, identifying priority actions, institutional responsibilities, capacity-building needs, and implementation measures. The report shall focus specifically on: • Advancing energy efficiency Assess the current status of energy efficiency policies, regulations, standards, and programmes in Libya. Identify priority measures to strengthen energy efficiency, particularly in the residential sector, including capacity-building and institutional support requirements. Propose recommendations to promote energy-efficient practices and technologies. • Promoting solar water heaters Assess the enabling environment, and barriers to the deployment of solar water heaters. Develop a national implementation programme to expand the adoption of solar water heaters in households. Identify policy, regulatory, institutional, financing, and incentive measures required to accelerate deployment. c) Prepare a presentation that covers the key outcomes and recommendations of the Study report.
Qualifications/special skills
A master’s degree in energy policy, energy efficiency, renewable energy or a related field is required. Note: All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of ten (10) years of professional experience working on policy analysis related to the fields of energy efficiency and renewable energy is required. Regional experience is required.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this consultancy, fluency in English and Arabic is required. Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.
