Organizational Setting

FAO is a specialized agency of the UN that leads international efforts to defeat hunger. FAO's goal is to achieve food security for all and ensure that people have regular access to enough high-quality food to lead active, healthy lives. FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.
The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.
Specifically, FAO Country Offices:
(i) advocate, inform and support policies and investments in the areas of FAO’s mandate;
(ii) provide technical assistance and deliver core services;
(iii) assist and catalyze partnership and resource mobilization activities to support agrifood systems transformation;
(iv) position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and
(v) ensure risk-smart and accountable operations and management.

Following the FAO's Country Office Network Adjustment, FAO Country Office in Papua New Guinea (PNG) is transitioning from a project-based approach to a programmatic approach, establishing integrated teams that support all projects and programmes across the Country Office. This model ensures that cross-cutting and thematic technical support, such as One Health and Livestock, are systematically mainstreamed across the entire FAO PNG portfolio.
The One Health and Livestock team provides technical guidance and oversight to ensure that all FAO PNG interventions related to One Health, animal health, and animal production are streamlined in line with relevant global, regional, and country initiatives and priorities. This includes the Sustainable Livestock Transformation, the One Health in Agrifood Systems, and the PNG's National Livestock Policy. To strengthen this function, FAO PNG seeks to engage a Livestock Development Officer who will provide dedicated technical support to all projects and programmes.
Current FAO PNG projects and programmes requiring One Health and Livestock support include Technical Cooperation Programmes (TCPs), bilaterally funded programmes, Pandemic Fund, Green Climate Fund (GCF) and Global Environment Facility (GEF) projects, and UN Joint Programmes. The Livestock Development Officer will provide cross-cutting support to all projects and programmes as part of the integrated One Health and Livestock Team.

The position is located in the FAO Representation in Port Moresby, Papua New Guinea.

Reporting Lines
The Livestock Development Officer reports to the Programme Coordinator, FAO Office in Papua New Guinea, and in close coordination with relevant Divisions/Offices/Centres, teams and officers at the FAO Regional Office for Asia and the Pacific (RAP) and at headquarters.

Technical Focus
Technical support to FAO activities in support of animal health and production systems strengthening, pandemic prevention, zoonotic diseases, antimicrobial resistance (AMR), and One Health. The Livestock Development Officer will coordinate the formulation, implementation, monitoring and reporting of the FAO's component of all relevant projects and programmes.

Key Results
Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.

Key Functions

• Researches and analyses technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;
• Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;
• Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects;
• Collaborates in the development of improved/updated tools, systems, processes, and databases;
• Participates on multidisciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Supports resource mobilization activities in accordance with the FAO Strategic Framework.

Specific Functions

• Supports the formulation, implementation, monitoring and reporting of FAO's activities under relevant One Health and livestock projects and programmes, including Antimicrobial Resistance (AMR).
• Contributes to the timely implementation of relevant projects and programmes by providing technical support, facilitating coordination among country, regional and headquarters teams, ensuring compliance with corporate and donor requirements, and supporting the review and quality assurance of project proposals and technical documents.
• Supports the preparation and monitoring of project workplans, budgets and operational arrangements, including collaboration with implementing partners to facilitate effective delivery of project activities.
• Provides technical guidance and backstopping for the implementation of One Health and livestock-related activities, including oversight of activities implemented by delivery partners and support to national counterparts, in accordance with approved workplans and expected results.
• Supervises assigned project personnel and supports effective team performance through regular coordination and guidance.
• Supports the monitoring of project implementation, including the collection and analysis of technical information, documentation of lessons learned, identification of implementation challenges and contribution to corrective actions, in collaboration with monitoring and evaluation counterparts.
• Facilitates coordination and collaboration among FAO teams, government institutions, development partners and other stakeholders to promote synergies, knowledge exchange and effective implementation of One Health and livestock initiatives.
• Represents FAO in technical and coordination meetings with implementing partners and stakeholders, and shares best practices and lessons learned from project implementation.
• Contributes to the preparation of technical reports, briefing notes, presentations, communication materials and other knowledge products related to One Health and livestock development activities.
• Contributes to resource mobilization, project formulation and partnership development efforts, including the preparation and review of concept notes, project proposals and technical documentation.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree (Master's degree or equivalent) in animal science, livestock production, veterinary medicine, epidemiology, or related field.
• Five years of relevant experience in animal health, infectious disease management, zoonoses, AMR including regulatory aspects, standard setting, and epidemiology.
• Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions.
• Experience in project and programme coordination and management of similar programs and projects at national and regional levels.
• Extent and relevance of experience and knowledge in animal disease surveillance and/or risk management programmes at country and/or regional level.
• Extent and relevance of experience in the development and management of technical projects in relation to infectious diseases management and animal health systems capacity development.
• Depth of familiarity with relevant animal health capacity assessment and monitoring systems/tools, and experience in infectious disease management at country and/or regional level.
• Extent and relevance of experience in the analysis and formulation of technical/scientific documents for sustainability improvement in the livestock sector.
• Ability to analyse complex animal health - livestock issues from a sustainable transformation point of view.
