Finance Officer North-East Ukraine Shostka

The purpose of the Finance Officer is to implement financial systems according to NRC policy and procedures and to render project staff the necessary administrative support.
Generic Responsibilities:
1. Compliance and adherence to NRC policies, guidance and procedures, (if a function role) and specific responsibility for the function's policies and procedures
2. Implement the delegated financial function portfolio according to the plan of action, as well as to the Financial Handbook and other NRC policies, including SoP’s.
3. Prepare and develop status reports as required by management.
4. Prepare monthly financial reports and send all relevant documents.
5. Support project staff in financial and administrative matters.
6. Promote and share ideas for improvement of the support function.
7. Contribute to specific protection risks and needs analyses.
Specific responsibilities:
- Verify that vouchers and supporting documents meet NRC standards before payment. Be responsible for payments to suppliers, contractors and contingent workers.
- Be responsible for the disbursement of per diem to NRC North-East employees according to Ukrainian legislation and NRC policies.
- Ensure that all costs are timely booked into Agresso on a daily, weekly and monthly basis. Be responsible for writing transaction numbers on the vouchers and labelling financial documents.
- Establish a good tracking system for advances and ensure that clearance of advances is done in a timely manner.
- Prepare bank accounts and cashbox reconciliations.
- Assist the Finance Coordinator (FC) in internal and external audits and in preparing donor reports.
- Work closely with the Program Departments to manage the cash and voucher programme.
- Collaborate with the financial institutions to ensure that queries related to payments are timely resolved (return payments, under/over payments, suppliers/contractors/Project participants incorrect account details, etc).
- Ensure the implementation of the routine for securing supporting documentation in a digital format.
- Follow up to ensure the processing of the reconciliation of deliverables.
- Verification of purchase requisitions (PR) and purchase orders (PO)
- Be responsible for the management of the bank accounts.
- Assistance to the Finance Coordinator in the Payroll.
- Ensure that all salary costs are timely booked into Agresso.
- Any other tasks that will be assigned by the FC.

• HR Coordinator for Staff capacity building

Context related skills, knowledge and experience:
- Bachelor's degree in Finance, Accounting, Business Administration, Economics, or a related field.
- Minimum 2-3 years of relevant experience in finance, accounting, budgeting, or grant management, preferably within an NGO or international humanitarian/development organization.
- Good understanding of financial procedures, internal controls, donor compliance requirements, and financial reporting standards.
- Experience in supporting budget management, financial monitoring, cash management, and month-end closing processes.
- Proficiency in Microsoft Excel and other Microsoft Office applications; experience with ERP/accounting systems is an asset.
- Strong analytical skills with attention to detail and the ability to work accurately under deadlines.
- Ability to prioritize tasks, manage multiple responsibilities, and work independently while maintaining effective coordination with other departments.
- Strong communication and interpersonal skills.
- Working proficiency in English; knowledge of Ukrainian is required.
- Knowledge of the context where NRC operates
- Good computer skills in MS Office
- Experience from working with local financial institutions and tax authorities
- Experience with start-up of humanitarian/recovery or related programs is an asset
