Assignment Title:
Value Chain Development Specialist
1. The Republic of Tajikistan has received financing from the World Bank toward the cost of the Strengthening Resilience of the Agriculture Sector Project (SRASP) and intends to apply part of the proceeds for consulting services.

3. Qualification requirements for candidates are as follow:
· University degree in Agriculture, Agribusiness, Economics, Business, Marketing, Logistics or a related field.
· At least 3 years of relevant experience in agricultural value chain development, agribusiness, market linkages or private sector development.
· Proven experience in establishing business linkages between farmers, processors, buyers and exporters.
· Experience in PPP development, business models or investment facilitation is highly desirable.
· Good knowledge of agricultural markets, processing, storage, logistics and export requirements.
· Strong communication, negotiation and stakeholder-management skills, stakeholder engagement, excellent report writing and presentation skills.
· Good command of English and Tajik; Russian is an advantage.
· Willingness to undertake regular field visits and travel.
· Excellent user of the PC and office equipment.
The State Institute “Agriculture Entrepreneurship Development” now invites eligible specialists to indicate their interest in providing the services. Interested specialists should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
4. The attention of interested candidates is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in February 2025) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
5. The selection will follow Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of Procurement Regulations.
