Organizational Context and Scope

Launched in August 2021 with funding from the Foreign, Commonwealth and Development Office (FCDO), the Better Regional Migration Management (BRMM) Programme is IOM’s flagship labour migration programme in the East and Horn of Africa (EHOA). The programme supports efforts to strengthen labour migration governance, promote fair and ethical recruitment, enhance the protection of migrant workers and their families, and expand access to safe, orderly and regular labour migration pathways. Building on earlier phases, the current BRMM FY26–27 framework focuses on operationalising skills-to-employment, skills mobility and ethical recruitment systems for safe labour migration in the EHOA. It prioritises scalable and evidence-based interventions that improve access to decent work, strengthen national and regional labour migration systems, and contribute to reducing reliance on irregular migration routes. The programme will be implemented in four priority countries—Ethiopia, Kenya, Somalia and Uganda—while continuing to support regional cooperation through the Regional Ministerial Forum on Migration (RMFM), Regional Economic Communities and relevant national institutions. It places particular emphasis on vulnerable groups, including youth, women, returnees, refugees and migrant workers, and supports interventions related to labour market information systems, public employment services, skills development and recognition, bilateral labour migration agreements, ethical recruitment, migrant protection, reintegration and engagement with countries of destination, including the Gulf States. A strong monitoring, evaluation, accountability and learning approach, together with communication and visibility efforts, will support adaptive management, donor accountability and the documentation of results and lessons learned.

Under the overall supervision of the EHOA Regional Director and direct supervision of the Regional Program Management Officer, Labour Mobility and Human Development, the Programme Officer (Monitoring and Evaluation (M&E)) will be responsible for the implementation of the M&E aspects of the BRMM program in line with the expectations of the donors.

  2. Provide regular technical M&E support to implementing missions, including guidance on data collection, activity monitoring, results tracking, reporting requirements, data quality and the accurate reflection of M&E plans in mission-level action plans.

  3. Lead the collection, consolidation, analysis and use of BRMM project monitoring data to track progress against agreed indicators, inform programme decisions, identify implementation gaps and ensure that programme-related datasets are accurate and up to date.

  4. Prepare BRMM biannual and annual reports by compiling, verifying and analysing inputs from implementing missions, ensuring that reported results are evidence-based, consistent with donor requirements and aligned with the project results framework.

  5. Review and provide technical guidance on activity concept notes, mission activity reports and related workplans, ensuring that M&E requirements, indicators, targets, verification methods and follow-up actions are clearly and accurately reflected.

  6. Undertake monitoring visits to implementing missions, as required, to assess progress, verify reported results, support corrective actions and provide hands-on guidance on the implementation of BRMM M&E processes.

  7. Design, coordinate and conduct surveys, outcome monitoring exercises, impact assessments and other learning or evidence-generation activities when required by programme needs or requested by the donor.

  8. Support adaptive management, learning and accountability by tracking risks, assumptions, lessons learned and emerging results; ensuring responsible data management; and providing evidence-based recommendations to improve BRMM implementation, reporting and donor accountability.

  9. Perform such other duties as may be assigned.
