Norwegian Refugee Council · Ukraine · Deadline: 21 Oct 2026

Grade: Contingent · Schedule: Part time

Background

All NRC employees are expected to work following the organization’s core values: dedication, innovation, inclusivity, and accountability as well as the main humanitarian principles (humanity, neutrality, impartiality, independence). These attitudes and beliefs shall guide our actions and relationships.

NRC is an independent humanitarian organization that helps people who are forced to flee. We provide assistance to meet immediate humanitarian needs, prevent further displacement, and support displaced people as they build a new future. Around 15,000 humanitarians work with the NRC. Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo, Norway. Many of our colleagues were once themselves fleeing their homes. In 2022, we reached almost 10 million people across 40 countries.

What will you do:

  • Register households for NRC winterisation assistance (solid fuel and cash for utilities) in Shostka hromada, Sumy oblast, using the lists provided by local authorities, and carry out other types of cash registration depending on needs.
  • Depending on priorities, support cash registration at the Shostka transit centre.
  • Conduct in-person registration interviews at registration points and door to door (if needed), and follow-up phone calls where needed.
  • Explain clearly to each household the purpose of the registration, the eligibility criteria and the next steps, without promising assistance.
  • Check the identity document, taxpayer number (IPN) and bank account details (IBAN) of each applicant against the registration form, and obtain informed consent before collecting any personal data.
  • Record data accurately and completely in the KoBo registration form. Where the form cannot be used on site, complete paper forms and enter them in KoBo no later than the day after the visit.
  • Complete field registration visits along the routes assigned in the weekly schedule of the Shelter team, registering on average 20 households per visit.
  • Uphold strict confidentiality regarding all respondent information obtained during interviews.
  • Store data securely and do not disclose it to any unauthorized individuals or parties.
  • Refer complaints, feedback and protection concerns raised by respondents to the NRC Complaints and Feedback Mechanism, and do not resolve them personally.
  • Promptly report any issues or challenges encountered during data collection to the Shelter Technical Assistant in Shostka and the Shelter Coordinator or Team Leader.
  • Support the Shelter & Settlements team with documentation, scanning and uploading files to the designated folders if needed.

• Completed secondary education; vocational or higher education is an advantage.
• Previous experience in data collection, surveys, registration or interviewing, preferably with humanitarian organisations or public services.
• Confident use of a smartphone or tablet; experience with KoBo Toolbox or similar mobile data collection tools is an advantage.
• Fluent Ukrainian; working English is an advantage.
• Good knowledge of Shostka hromada, the surrounding villages and neighbouring areas of Sumy oblast.
• Ability to work in rural areas and travel daily to registration locations.
• Respectful and patient communication with older people, persons with disabilities and other vulnerable groups.
• No conflict of interest: candidates must not be staff of local authorities involved in selecting beneficiaries, and must declare any family relation to households in the registration lists. Enumerators do not register their own relatives.
