Organizational Context and Scope

IOM has been present in Myanmar since 2005 and is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees, Internally Displaced People (IDP), victims of trafficking, stranded migrants, and other vulnerable migrants. As a result of the multifaceted crises faced in Myanmar in 2021, emergency and humanitarian needs have been increasing across the country. There has been an identified need for better data on population mobility, displacement, and multisectoral needs to support the humanitarian response. As such, IOM aims to support this effort through its Displacement Tracking Matrix (DTM) programme.

Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Programme Coordinator and in close coordination with relevant parties, especially the DTM support teams in the regional office and headquarters, and the IOM Camp Coordination and Camp Management (CCCM) team in country, the Programme Officer (DTM) will be responsible for supporting all aspects of the DTM programme coordination, implementation, and monitoring in the country.

  1. Coordinate and monitor the implementation of DTM activities and field assessments, involving multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows, and returnee assessments.

  2. Participate in the development and implementation of data collection and analysis exercises in alignment with the DTM strategic and operational plan in the country.

  3. Identify gaps and areas for improvements and propose solutions to improve data collection and analysis procedures, effectiveness and efficiency of the methodology and the processes to maximize performance and contextualization of DTM field activities.

  4. Develop information products on DTM, including, but not limited to, the analytical and statistical reports, displacement profiles, maps, infographics, guidelines, lessons learnt, and other relevant products.

  5. Assist in managing the field reporting mechanism used by the DTM operations in the country and ensure that daily updates are cross-checked with the field teams and both uploaded and disseminated on a daily basis.

  6. Facilitate the integration of cross-cutting and mainstreaming issues, including on disability inclusion, protection mainstreaming, Accountability to the Affected Population (AAP), gender perspectives and attention to specific women/girl's and children’s rights issues (vulnerable groups) within DTM activities.

  7. Support the integration of IOM’s data protection principles and best practices on humanitarian data protection and ethical use of data across all Displacement Tracking Matrix (DTM) data management, sharing and dissemination activities. Bring issues of non-compliance to the attention of the supervisor.

  8. Follow up on logistical and administrative arrangements for DTM implementation and reporting; coordinate updates to work plans, expenditures, and budget allocations. Provide information and assist with arrangements required for the recruitment of project staff and service providers.

  9. Organize and deliver trainings and support capacity building of the DTM field staff, operational partners, Non-Governmental Organizations (NGOs), and government authorities.

  10. Participate in meetings and engagement with partners and local authorities on matters related to displacement data collection and management.
