How you can make a difference:
UNFPA is the lead United Nations agency for delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. The UNFPA Strategic Plan for 2026-2029 articulates the organization’s response to a complex global environment, providing a roadmap for resilience and renewal. It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030. This mandate is pursued through a focus on four interconnected outcomes: ending the unmet need for family planning; ending preventable maternal deaths; ending gender-based violence and harmful practices; and adapting to demographic change through evidence and rights-based policies.
In a world where fundamental human rights are at risk, we need principled and ethical staff who embody these international norms and standards and will defend them courageously and with full conviction.
UNFPA is seeking candidates who transform, inspire, and deliver high-impact sustained results, ensuring effective external relations, communications, partnership-building and resource mobilization in a rapidly changing development and funding landscape. We need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in programme results
Job Purpose:
The consultant will work closely with UNFPA Ukraine and consult the current IP, TatoHub teams, local authorities, service providers, participants and other relevant stakeholders. The review should be proportionate and practical, drawing on existing evidence and avoiding unnecessary data collection.
The consultant will undertake the following:
1. Review of the current model and its results
Review relevant project documents, workplans and expenditure information where available, monitoring reports, existing assessments, activity data and partner agreements.
Clarify the intended objectives and core functions of TatoHubs, how the model has evolved and how implementation currently works in different locations. Assess available evidence on reach, accessibility in hubs, participation and retention, quality and relevance of activities, referrals, partnerships and outcomes for participants.
Identify what appears to work well, what is not working as intended, for whom and why. Identify key implementation challenges, including activity targets and reporting requirements, staff turnover and workload, professional supervision, funding and operating costs
2. Assessment of implementation and delivery options
Assess whether the current hub-based approach remains appropriate and identify opportunities to improve the existing model through more flexible activities, outreach, peer to peer approaches and delivery in workplaces, veteran centres, health facilities and other established community settings. Compare feasible options for implementation, including continuation with improvements; a more decentralised or mobile approach; integration of selected functions into municipal or other public services; partnerships with specialised providers and a mixed model that varies by location. Assess the advantages, limitations, operational requirements and sustainability implications of retaining the current IP, strengthening its role, engaging additional or specialised IPs, or transferring selected functions to local authorities or service providers.
3. Recommendations for strengthening the model and institutionalisation
Recommend practical models and improvements to the programme approach, activities and participant engagement, including the relevance of the Papa School methodology and opportunities to strengthen gender-transformative content, family wellbeing and referral pathways. Recommend ways to strengthen referral pathways, accessibility, coordination and formal partnerships with municipalities, social services, healthcare and SRHR providers, veteran services, civil society and other relevant institutions. Assess realistic institutionalisation options, including possible integration into existing community infrastructure or public service systems and identify the conditions, capacities and resources needed for each option. Recommend practical arrangements for staffing, coordination, accessibility, supervision, quality assurance, monitoring and learning, and organisational continuity when key staff leave.
4. Sustainability and implementation roadmap
Develop a realistic roadmap for the preferred option or combination of options, with sequenced actions for the short term (0 -6 months) and medium term (6 -18 months).
Clarify proposed roles for UNFPA, the IP or IPs, local authorities and service providers, including which functions should be funded, delivered or gradually assumed by each stakeholder. Propose a small set of indicators to monitor effectiveness, quality, reach, participant retention, referrals, institutional ownership and sustainability.
Present recommendations to UNFPA and relevant stakeholders and incorporate feedback into the final report.
Reporting, Progress Monitoring and Deliverable Acceptance
The consultant will report to the UNFPA Deputy Representative and provide regular progress updates against the agreed work plan, timeline, milestones and deliverables. Progress will be monitored through agreed check-ins and the timely submission of deliverables.
All deliverables will be reviewed by UNFPA against the requirements specified in the TOR, including their completeness, methodological soundness, quality of analysis, relevance of findings and incorporation of feedback. Deliverables will be considered accepted upon confirmation of UNFPA's satisfactory review and approval. Any delays, implementation challenges, or risks affecting the agreed timeline or quality of outputs must be communicated promptly to the supervisor, together with proposed measures.
