This position is located in the United Nations Department of Safety and Security in Khartoum, Sudan and this duty station has been designated by the International Civil Service Commission as "E" hardship and a non-family duty station. Under the overall supervision of the Chief Security Adviser (CSA), the Security Officer (Security Liaison and Quick Assistance Team Lead), FS-4, reports to the Deputy Security Adviser through the Area Security Adviser on all security operations as assigned.

Responsibilities

Within limits of delegated authority, the Security Officer SL/QA Team Leader, FS-4, may be responsible for the following duties: • Assists the Deputy Security Advisor in the supervision of a Security Unit, as assigned; • Drafts and updates security contingency plans for a security unit; • Monitors prevailing local security conditions and trends and advises UN personnel, project personnel and eligible dependents on security issues; • Supports the implementation of mission security operations, ensuring effective emergency preparedness and timely response to incidents affecting UN personnel, premises, and operations in Khartoum/Omdurman • Serves as a member of the Security Cell, contributing to implementation and evaluation of the security plan; • Monitors air, land and sea emergency evacuation capability; conducts evacuation exercises; • Assists in the evaluation of accessible areas, maintains tracking systems and leads the coordination of a 24-hour Security Liaison and Quick Assistance capacity for UN and SLT (Saving Lives Together) partners; • Contributes to security risk assessments for the area of operations; • Monitors, conducts or coordinates security operations; • Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders; • Assists senior Officers in briefing to the CSA/CSO/SA/Security Coordination Officer or Deputy CSA/CSO on the status, activity and requirements of the unit; • Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Maintains fire evacuation plan and conducts fire drills and training as necessary; • Conducts routine physical security inspections of facilities and advance work and route assessment missions; • Conducts rapid situational assessments during emergencies, identifies immediate threats, recommends mitigation measures, and initiates emergency response/quick assistance actions in coordination with the Security Operations Centre, the Security Information and Operations Cell and other security units; • Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements; • Provides advice and training to UN personnel and eligible dependents on security matters, as assigned; • Investigates security-related incidents involving UN personnel, project personnel or eligible dependents; • Contributes to the identification of gaps in existing capability and makes recommendation for amendment where necessary; • Provides support in responding to situations that warrant extractions to hibernation sites and casualty evacuation (CASEVAC/MEDEVAC), ensuring personnel accountability and adherence to security procedures; • Assists in planning of protective services for Senior UN Officials, as necessary; • Prepares Statements of Requirement and provides technical specifications for the procurement of section security equipment; • Monitors security equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy; • Acts as Duty Officer within the Security Section, if needed; • Performs other duties as required.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

UNDSS certification in any of the following is desirable: Close Protection Officers Course, Security Investigation, Hostage Incident Management, and Security Certification Programme.

Work Experience

A minimum of six (6) years of relevant work experience in security, risk or disaster or emergency areas with security responsibilities, in the public or private service areas, such as national security, military or police, or in a corporate environment is required. Experience in leading the execution of security plans during major or critical incidents is required. At least one year of international experience in a conflict or post-conflict environment is required. Experience with the UN system or an international NGO is required. Experience in liaison, coordination, and engagements for access is required. Experience in close protection or security liaison services in a UN or multinational setting is desirable.

Special Notice

This job opening is advertised to fill an extra-budgetary funded temporary position. Appointment or assignment against this position is for an initial period of ten (10) months or until 14 October 2027, whichever is earlier. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
