Project Context and Scope

The International Organization for Migration (IOM) is implementing a regional initiative, funded by the Norwegian Agency for Development Cooperation (NORAD), aimed at strengthening the protection of migrants from violence, exploitation and abuse across Central Asia. The project responds to evolving migration dynamics in the region, including increasing labour migration to non-traditional destinations, irregular migration movements, trafficking in persons, migrant smuggling, and the heightened vulnerability of migrants who face barriers to accessing protection and assistance services. The project pays particular attention to vulnerable migrant populations, including victims of trafficking, unaccompanied and separated children, migrants in irregular situations, and other individuals exposed to exploitation, abuse and rights violations.

The project seeks to strengthen the protection of vulnerable migrants by enhancing the capacity of relevant stakeholders to provide effective, coordinated and rights-based protection and assistance. A key area of intervention is strengthening the knowledge and practical skills of government institutions, civil society organizations and service providers involved in the identification, referral and case management of migrants in vulnerable situations.

Within this framework, the consultancy will support the development of practical and sustainable capacity-building materials and the delivery of tailored national training workshops on the identification, referral and case management of vulnerable migrants. The training approach will integratesurvivor-centred, trauma-informed, gender-sensitive, child-sensitive and rights-based principles, with particular emphasis on their practical application in protection and service delivery.

The consultancy is intended not only to strengthen participants’ knowledge, but also to improve their ability to apply appropriate protection approaches in practice and to ensure that the training materials developed can support continued learning and future capacity-building efforts.
